Doretta is the noble House that controls the Treasury.
The House is led by "The Dead Lady", a vampire named Duchess Lenore Doretta.

Roughly 50 years ago, when trying to resurrect her Late husband Duke Guisparre Doretta from death and the Ethereal Plane, Duchess Lenore accidentally caused a massive curse on Doretta's part of the city, cursing most of her subjects and turning them into the undead.

The people who were turned into undead continue to live their lives as normally as they can.
